Technical Central / interstage transformers

The ARRL Handbook cites many examples of broadband transformers to transfer power from one stage to the succeeding one. It is stressed that the primary winding must present 4 times the inductive reactance of the preceding stage. But my question is: must the secondary winding also present 4 times the inductive reactance of the base impedance of the following stage or the ACTUAL inductive reactance of the base impedance of the following stage?
